BlackRock-Led Consortium to Acquire Panama Ports in $23 Billion Deal

HONG KONG — CK Hutchison Holdings Ltd. announced Tuesday it will sell its stake in two key ports near the Panama Canal to a consortium led by BlackRock Inc., amid U.S. concerns over Chinese influence in the strategic waterway.

The deal, valued at nearly $23 billion, involves selling a 90% stake in Panama Ports Company, which operates the Balboa and Cristobal ports. The consortium includes BlackRock, its newly acquired Global Infrastructure Partners, and Terminal Investment Ltd.

The sale follows heightened scrutiny from the Trump administration over Chinese infrastructure investments near the canal. In January, Sen. Ted Cruz, R-Texas, warned that China could use its involvement in Panama’s ports to obstruct or monitor traffic. U.S. Secretary of State Marco Rubio later urged Panama to reduce Chinese influence or face potential consequences.

Hutchison Ports had recently secured a 25-year contract extension to manage the ports, but an ongoing audit raised speculation about a potential rebidding. Reports suggested a U.S.-linked firm was being positioned to take control.

While CK Hutchison maintains the deal is unrelated to political developments, BlackRock reportedly briefed the White House and Congress on the acquisition. BlackRock CEO Larry Fink called the agreement “a powerful illustration” of the firm’s ability to secure strategic global investments.

The transaction excludes its holdings in China, part of a broader $22.8 billion divestment of CK Hutchison’s port assets. Pending regulatory approvals, the agreement is expected to be finalized by April 2.
